Relative Humidity Requirement

Why has the American Distributors and Retailers set the Relative Humidity Requirement of maintaining a building at 30% to 55% for North America. This doesn’t meet North America’s requirements and I believe this is the reason for hardwood failure much of the time. I think this is hurting the market. What so you think?
