cove base falling off

I've got cove base falling off the wall on a commercial job I did last year. The glue seems to have stuck to the sheetrock fine, but it isn't sticking to the base. Any ideas?

hmmm...well, it's hard to say without knowing the exact conditions that you were in, the products you used, etc.  I would say, find a customer service number to the company that produces the ahdesive that you used.  Chances are, you are not the only person who has had this problem and they will we able to help you figure out what factor caused this to happen. Hope that helps you.  If not, post again and I will see what else I can do to help.
